Hi Freda, the campground you want to head to is called Sobama and there are shuttle buses from there to the festival area. It's a pretty steep uphill and then a downhill to get to the event on foot and a bit far, but not a bad bike ride if you take bikes (costs a bit extra on the ferry, but MUCH cheaper than a car).

i got one more question, do i need to prepare the tent or just rend it from the store in campground.

Best if you bring a tent. They have tents at the Sobama campground but you should call ahead to make sure they don't sell out - its during Obon week this year so even though its not a weekend it could be quite busy.
